Founding a company or a startup is the exact same thing on a bureaucratic level, on a conceptual level the startup has a very high-risk component because its business model is not tested as that of a pizzeria (cit. Briatore).

Why? Simple, doing startups gives you 360-degree visibility and you can learn quickly and above all learn from your mistakes.
In my particular case, together with another couple of "ideas", I won a period of acceleration, only 2 of us survived but because I am the Spin-off and the brain of an innovative company in great growth.
The reasons for the difficulty are not in founding it or finding the first initial funds, but in keeping it operational and competitive.

Because it is obvious that companies that do not have a return because they do not have a product will only have VAT on credit and not VAT on debt, it is really simple to connect the dots.
So between taxation and various difficulties do not open a company and even less a startup in Italy, unless you necessarily need to be in Italy, at that point I would make sure that I have the adequate resources to start, both as staff/members that as a financial requirement and I would find the best consultants (lawyers and accountants) to do things well and be supported in the best way.
